Skills Funding Agency Pearson Qualifications Review- Contact us to coordinate a challenge

UK COLLEGES: Check the list of Pearson qualifications identified for the removal of funding, and contact us if you'd like to raise a challenge.

 

You will be aware that the Skills Funding Agency (SFA) are currently conducting their annual review of qualifications before publishing their qualifications offer in January 2014 for 2014/15 delivery.  As part of this review SFA have identified a number of low take up qualifications, within the Creative & Cultural Skills footprint, which have been targeted for the removal of funding.  The information below relates specifically to Pearson/EDI qualifications, as they have shared the details with us, but we expect other awarding bodies to share details of their ‘at risk’ qualifications shortly.

The SFA have taken data relating to qualifications where centres have claimed SFA funding for learners aged 19+ outside of apprenticeships, i.e. standalone qualifications.

The following creative and cultural qualifications have had zero learners aged 19+, and therefore 19+ funding will be removed for the funding year 2014/15 (as standalone qualifications only, this does not affect Apprenticeship funding).  This decision is final and we cannot challenge it.

Any challenge has to meet one of the following five criteria, evidence must be provided to support the criteria used:


Where there is likely to be an adverse, unreasonable or uneven impact on an individual and/or organisation. Situations where removing funding of the qualification will result in:
1. limited or no availability of, and access to, learning at that level in that sector when there is an identified need (for example, specialist qualifications)
2. impact on a particular group of learners as a result of there being no alternative provision
3. destabilising and/or reducing the number of colleges and training organisations in a region or sector
4. impact on a particular employer or group of employers.
5. where there is an anticipated increase in enrolments to above 100 each year for a particular qualification that currently has low enrolments.

Pearson/EDI will be contacting all of their affected centres to discuss the impact, and to identify any potential challenges.  Creative & Cultural Skills will be supporting them in whatever way we can.  We have previously had some success in raising a challenge by working in partnership with the colleges and awarding body to identify a strong evidenced-based rationale.  If you would like to discuss any aspects of this further please contact dawn.hillier@ccskills.org.uk
