Proposed Change to Functional Skills Requirement within SASE Apprenticeships

The Department for Business Innovation and Skills (BIS) has proposed a modification to the Specification of Apprenticeship Standards for England (SASE) relating to functional skills.

This change would remove the 5 year rule for English, Maths and ICT qualifications. This will mean that where an apprentice at level 2 or 3 has previously achieved a qualification, that meets the transferable skills requirements of their framework, it does not to have been achieved in the 5 years immediately preceding the start date of their current Apprenticeship.

The Skills Funding Agency has now been tasked with preparing draft modifications to SASE. Once these modifications have been approved, secondary legislation will be required to give effect to the changes.

They will work with apprenticeship issuing authorities and others to implement the change. If the modifications are approved it is likely that the change to SASE will come into effect from March 2015, and will apply to new starts on the apprenticeship programme from this date.
